  1. Sir, this is regarding answer given by the Hon'ble Minister in the parliament. In the reply it is clearly mentioned the disparity between CSSS and stenographers in subordinate offices. Now it is time to fight against the disparity. in subordinate offices we do not have promotional avenues, we do not have departmental examinations and at the end of the service we may reach 5400 GP or may not. But in secretariat service they are destined to reach the grade pay of 8700. Really they are blessed, blessed by god and by the DoPT/MOF. It is quite disheartening to note that the Hon'ble Minister in his replay at (f) quoted "in view of answer to (b) & (c), question of anomaly does not arise" How shameful, the minister has found no anamoly. This is a great humiliation for all the stenographers.

  3. Sir it is a welcome step that AIPSA has decided to file a case in CAT. In my opinion we should also unite with the stenographers of other departments and fight unitedly. Efforts should be made to integrate all the stenogrpaher unions for fighting against this gross injustice.

  4. The efforts being made by Postal Department for the upliftment of steno cadre are laudable. Unlike other departments, postal department is not silent. Our cadre has been nailed in coffin for the last 3 pay commissions. The step to file a case in CAT is really right decision after being spared a lot of time and keeping hopes on GOI and leaders. I wish all the best for its efforts. This is the right time to unite and fight for the benefits deserved for us.

  5. Sir, there is a big disparity between CSSS and subordinate offices. We have no promotional avenues, even we cannot appear in Group 'B' examination directly. We have to unite and to stand on one platform to get justice.

  7. Mr. Mohan, Can you please explain the present stage/position of filing case in CAT by the AIPSA. If AIPSA is not doing, we have to do it individually. Because in the 6th CPC report very specifically informed that there is no more Stenographer cadre and the cadre will be replaced with Executive Assistant with Graduation as Minimum qualification and the existing Stenographers will be placed in the new post by giving additional duties as decided by the concerned Departments and intial entry cadre is old pay of Rs.6500/-. Similarly, decided to remove the disparity between Stenographers in the Central Secretariat and Sub Ordinate Offices. While accepting the report of 6th CPC, the Govt. specified the recommendations which are not accepted and altered otherwise all the accepted. Hence, it seems the 6th CPC decision as stated above are accepted. But contrary to the above, the Govt. issued model recruitment rules for Stenographers. But nobody challenged. Disparity between CSSS and others still continues. Later Govt. issued order enhancing Grade Pay from 4200 to 4600 to those who placed in the upgraded 6500/- scale. But it was also not impleted in repsect of Stenos.

    We should unite and fight. Not only AIPSA but also all the Stenos Unions/Assns of Central Government Offices should be united and fight for the justice.

Parliament Q&A No.6584 has given clearance of merging 5000 and 5500 with gp 4200 as on 1.1.2006 under para 3.1.14 of 6cpc and further upgradation to gp4600 on 1.1.2006 corresponding to CSS PA of PB-2. In case of existing PS of 6500 since OA 164/2009 is not challenged by UOI in Supreme Court individual departments may issue placement orders to gp4800 with gp5400 after 4 years in the light of parliament answer. Please submit representation to DG enclosing parliament answer immediately. No court case necessary, in my opinion, now.

    Will it be fine if all the stenographers individually file a case at CAT or atleast submit individual representations to Directorate in this regard. I humbly request all the circles secretaries to monitor this, so that all our representations reaches Directorate say by 30th June! Now, it is a high time to struggle for our monitory benefits. In case, if we leave this opportunity, perhaps we may not get any further chance to fight against the disparity. So commorades, please - Arise, Awake And Stop Not till the Goal is achieved.
